MINUTES OF BOARD MEETINGS
Cedar Lake Improvement District (CLID) Meeting Minutes held on October 16, 6:30-8:00 pm at the New Prague Public Library.
Attendees: Tim Schroeder, Paul Hoyt, Dave Nielsen, Amy Gallegher, Ted Schnaare and guest CLID resident Roman Mueller
Agenda:
SWMO Shallow Water Seminar Feedback
Treasurer’s report
Carp Update
Upcoming meeting with PLM, SCWMO and the DNR
3rd Party Plant Survey
Tim kicked off the meeting to advise he was unable to make the Scott County Watershed Management Organization for a Shallow Lake Seminar to discuss management strategies and Shallow Lake Ecology. John had attended the meeting but did provide some notes that we will review at our next meeting.
He noted that the management of shallow lakes is a real difficult job. From carp and rough fish populations to the game fish and how those are managed. Fortunately, we have the aerators that help save a major portion of our fish population from winter freeze outs. Learning the different conditions and stages of a shallow lake were interesting and just how inter-related they all are.
Amy provided the treasurer’s report for the month and there were no expenses to report.
Paul Hoyt provided an update on the WSB Carp project. WSB’s most recent fall survey findings have shown that the carp size and length of them have grown. They have decided there will be a netting/seining event which will occur any day now. This is a change from what was communicated prior which was for Seining to occur the spring of 2024. Seining in spring is still in the plan as well.
Paul also indicated that WSB would be implanting some radio tags to follow the seining project so they could better track/study them going forward. They will have more to update here after these events are complete.
Ted and Paul will be meeting with the County, the DNR and PLM via Zoom on October 24th to discuss and review the lake treatment and how everyone felt it performed this summer based on lake conditions. This meeting with also include discussion on costs for follow-up treatment as they were higher this year than in years past. As mentioned in prior minutes sentiment was overall very positive and there were few complaints that anyone was aware of. They will provide an update on this meeting at our next meeting in November.
Amy advised that we had received the 3rd party plant survey results from Steve McCombs. In summary the survey found aquatic plants growing to 4 ft of water depth. A total of 5 species of native plants were observed with Water Stargrass and Chara being the most common. Most plant growth was in the nearshore area. Aquatic plants were likely limited due to low light penetration in the water however, 5 native species were observed which is fair (Coontail, Chara, Water Stargrass, Narrow-leaf Pondweed,
and Sago Pondweed). No Eurasian milfoil, CLP or other non-species were observed. Sampling occurred on August 25, 2023.
The meeting adjourned via motion from Paul Hoyt and seconded by Amy. The next meeting is set for November 13th at 6:30 pm at the New Prague Public Library.
