Cedar Lake Improvement District meeting notes from November 5, 2013 6:30 - 8:00 pm at the New Prague Public Library Meeting Room -

Lowell and Theresa presented the draft of the proposed CLID bylaws they had been working on and developed. Marie also presented a version that she had drafted taking elements from a proposed draft emailed to the board members from Brad Eller and from several other Lake Improvement districts into her version. Both versions had elements that were attractive to consider for the CLID. After much discussion, it was agreed upon that each board member would review both versions but would use Lowell's and Theresa's version as the base. It was also agreed upon that all suggested edits or revisions be sent back to Lowell before December 15, 2013. Lowell will track all of the requested changes and the board would review each of them at our January meeting with the goal to develop a final draft.

Mike advised that Don Geyer, the assigned commercial fisherman to our lake, would not be seining this year (2013). Don indicated to Mike earlier in the year that he would be doing so during this upcoming winter depending if he can find carp pooling together by using sonar detection. The board hopes that Don does perform this duty in the upcoming winter months. Don did not attend this month's meeting.

Treasurer's Update: Mike reported there no additional bills were paid since the board's last meeting.

Tom reported that the DNR plant survey was still not available. Tom is going to reach out to check status.

Tom also advised that the Board of Water & Soil Resources (BWSR) has recently announced a new grant program titled the Targeted Watershed Demonstration Program grant. Using Clean Water Fund dollars BWSR is earmarking $12,000,000 and seeking nominations for three to six project watersheds to participate. Eligible watersheds are those where the change required to achieve a water quality improvement is known, the types of actions required to achieve those results have been identified, and a significant number of those actions can be implemented within a four-year timeframe. At their Oct. 28th WPC meeting, the Commission members voted to submit an application for the Sand Creek watershed. The idea behind funding a small amount of applicants is to allow a larger amount of money to be used in one watershed to have a larger impact on eliminating the sources of the impairment over a shorter period of time. Once a handful of applicants pass the first phase of the application approval process, BWSR will interview applicants for a final decision. The Scott WMO will be submitting an application and is asking for CLID's support to name them as a partner in this grant. The WMO will take the lead on writing the grant and if awarded will manage it. They would like to be able to use some of the funds for carp management and possibly a barrier for carp on the inlet located on the south end of Cedar Lake. The CLID is not be required to pitch in any money, but they may ask to use volunteer time toward the required match of 25%. The application deadline is December 13th, 2013. A vote was taken and passed to support the grant.

There will be no board meeting in December. Next board meeting is January 14, 2014.
