Cedar Lake Improvement District meeting notes from November 1, 2016

Attendees: Marie Jaeger, Dave Nielsen, Sam Dresow, Joel Larsen, Jon Nordrum, Barb Novotny and guest Patrick Selter from PLM Lake and Land Management Corp.

Marie brought the meeting to order.
Patrick Selter of PLM (lake treatment company) from Brainerd attended the meeting to go over some questions from the Board and provide his view of the progress of treatments to date. He felt that the lake has improved in areas of water quality, native weed growth and curly leaf control. There was positive feedback from everyone in attendance in regards to lake-wide impact.
With the DNR-approved Lake Vegetation Management Plan, Cedar was divided into five sections with each section to be systematically treated for a minimum of three years. Three areas have been completed with two areas remaining in 2017 and one in 2018. The focus will shift to keeping the curly leaf under control and to spot treatments where the curly leaf is found to be growing.
Currently there are no chemicals that will eliminate the curly leaf that the DNR will allow to be used on the lake for fear that it will also kill the native plants. According to Patrick, there are some that are close to possible approval but that may be a few years away yet. In the meantime, he will continue to use the current chemical which kills the curly leaf on contact but doesn’t kill it systemically. Therefore, it will be necessary to locate and spot treat areas of curly leaf infestation so it isn’t allowed to grow and spread throughout the lake again. Timing and options for locating these areas to include in spring treatments were discussed. The board and Patrick agreed that all parties involved in this ongoing process should agree on a monitoring and spot treatment plan through the 10-year approved plan and possibly beyond.
The board thanked Patrick for attending and providing updates on current treatment options and possible future monitoring suggestions.
Dave Nielsen then reviewed the expenses and income for October and provided copies of the bank statements to Barb for the board’s records.
Board directors signed the revised Amendment One to the bylaws that was approved at an earlier board meeting. Marie will meet with Gary Morrison for his signature and then will have it posted to the website.
Marie distributed the list of 2017 Board meetings and the date for the annual meeting (April 11, 2017). Marie had verified the reservation date for the use of the Fire and Emergency Building and booked the conference room at the New Prague Library for the board meetings.
Jon motioned to adjourn the meeting and Dave seconded.
There is no board meeting in December so the next one will be held on January 10, 2017, at the New Prague Public Library at 6:30.
