Cedar Lake Improvement District (CLID) Meeting Minutes held on November 4 2019, 6:30-8:00pm at the New PraguePublic Library

Attendees: Dave Nielsen, Joel Larsen, Tim Singleton, Tim Schroeder, Amy Rude, Paul Hoytand, and Pam Caselius

Agenda:
-Treasurer’s report and update on book to consider
-SWMO land improvement projects
-Homeowner education on fertilizer strategy
-Calendar for 2020

Tim Singleton did not present the treasurer’s report will have October, November and December report at our January meeting.

Tim Schroeder discussed the options we have for commercial carp fisherman. We have access to a free link with contacts we have reached out to in the past with limited success and learned there is also a more extensive list available via the State of MN. Tim Schroeder will obtain the list before our next meeting in January. Joel connected with Jeff Reidermann and discussed the possibility of netting carp on Cedar. He let us know that Jordan Wein, formerly of Carp Solutions is now working with a project management group called WSB Engineering and that they coordinate carp removal projects. We discussed targeting a Carp Kabob in the spring of 2020 and a seining in the fall of 2020. The board intends to reach out to multiple commercial fisherman for opinions and estimates for seining projects.

Tim Schroeder informed the board that all of the government owned properties on the land improvement project list shared by the SWMO have been completed and the remining targeted properties are privately owned. The board discussed options for a February launch of an educational campaign for shoreline restoration, fertilizer usage for all properties in the watershed and options for farmland within the watershed. Tim Schroeder will be reaching out to the Scott County Soil and Water Conservation District for additional information for the educational campaign. Ideas for mailings, free seminars/workshops and yard signs for those working on projects were shard to promote improvements.

Dates for future meetings and the annual meeting in April were discussed to determine appropriate timing of the educational campaign, target date for the annual meeting is set for 4/13/2020.

Agenda items for the January meeting were discussed to include, invite for a meeting with Troy Kuphal, District Director of the Soil and Water Conservation District; lake clean up dates for post ice fishing clean up; and formalizing the communication for the educational campaign.

Dave motioned to adjourn seconded by Tim Singleton.

Next board meeting set for 6:30 pm at the New Prague Library on January 13, 2019.
