Cedar Lake Improvement District meeting notes from January 14th 6:30 - 8:30 pm at the New Prague Public Library Meeting Room -
Attendees: Tom Heid, Mike Speltz, Dave Nielsen, Marie Jaeger and Brad Eller
Agenda Items for discussion:
Mike presented treasures report. There were no new expenses paid for the month of December.
Mike also provided an update on the carp seining project. He advised that Don Geyer would be on the lake in the next week to sonar to determine if there was any presence of carp. Don is the assigned commercial fisherman to our lake and if so would be seining this year. The board will continue to revisit potential seining opportunities when they are needed.
Brad and Marie provided details on the process for obtaining the $2,000 grant application that was provided for the 2013 carp tournament. A motion was brought up and approved for the submission of application for the 2014 grant amount of $2000 for another carp tournament. The deadline for submission of the application is April 11, 2014 and Brad has agreed to coordinate the application and the tournament itself.
Tom brought up possible options for changes in procedures to approve meeting minutes from last meeting on an on-going basis. One option would be to approve minutes at the next meeting from the prior meeting. The concern however is that we would need to consider if this would cause the information to be delinquent when posted on the website. After much discussion and considering all options a motion was made and approved that meeting minutes will be sent to all board members after a meeting. If there are no concerns or requests for edits within 5 calendar days of receipt, they will be considered approved.
Tom also brought up at the suggestion of the SWMO that the CLID consider sponsoring an ice fishing lake clean-up day at end of fishing season (end of February). He noted that the SWMO had advised that people are supposed to clean up after themselves but many don’t. Melissa Bokman from the SWMO is writing an article for the Scott County Scene as an awareness to all those people who fish Scott County lakes that this is not acceptable and they should leave no trace behind. Other associations organize a cleanup each year to remove the junk and garbage left behind by the fisherman that would otherwise fall into the lake when the ice melted. A motion was made and passed that the first weekend after the ice fishing houses must come off the lake (which ends up being the second weekend in March) will be Cedar Lake ice clean-up week-end. Brad volunteered to contribute to the coordination of this event, to make flyers or banners to promote it, and to check into dumpster rental for debris at both public accesses. A motion was also passed for a $500 allowance toward any costs for the event.
Tom presented the latest draft version provided by Lowell of the CLID bylaws Articles 1-6 were reviewed and 1, 2, 3 and 5 were approved. Dave will be updating the bylaws with the approved changes and updates for review of the remaining Articles at the next meeting.
