Minutes of Board Meetings

Cedar Lake Improvement District (CLID) Meeting Minutes held on November 7, 2022, 6:30-8:00 pm at New Prague Public Library. 

Attendees:  Joel Larsen, Tim Schroeder, Paul Hoyt, Pam Caselius, Tim Singleton, Amy Gallagher, Dave Nielsen and guest Dave Skogland who is a CLID resident interested in learning more about the board and future board position openings.

Tim Schroeder advised that we needed to make some decisions quickly on whether or not we were going to pursue the potential of a pre/under ice treatment this year, as previously discussed at last month’s meeting. This was dependent on the cost and approval from the DNR which appears to not be an issue at this point.   After discussion about the benefits of doing so and the costs it was voted on and passed unanimously that we should move forward with this plan.  Tim is coordinating with the DNR and PLM to try and complete the project prior to ice in which is still an unknown at this point.   Tim sent PLM ice in times from prior years to plan around and we will now be waiting on a permit from the DNR for PLM to proceed.

Tim Schroeder also advised that the DNR was looking for the CLID to update their Lake Management Plan which will expire in the end of 2022 for another 5 years.  This was already completed based on efforts Tim and the CLID had done for the county relating to our annual levy.  The county had previously advised that our annual report format was one that was appreciated and going to be used as a format example for other organizations to follow in the future.  

 Tim Singleton provided an update on the Treasurer’s Report.  There were 3 larger expenses for the month.  They were WSB payment #3 for the carp program, PLM payment #2 for 2022 for weed treatment and printing costs for handouts for the annual meeting. 

On another topic Amy advised that Bluewater has quoted 2 surveys in 2023 for a total cost of $3800.  This included both a Meander survey in April and a point intercept survey in July.  After much discussion it was determined that both would be helpful for 2023 but both may not be needed going forward after.  A vote was unanimous for approval with the condition a Service Level Agreement would accommodate both to insure a reasonable turnaround time for completion which is yet to be determined for each.

Tim Schroeder advised that Melissa Bokman with SCWMO had informed him that the CLID was awarded $5000 from a grant that was applied for prior for funds available from the 9 elements project.  Further detail on how they would be used is yet to be determined.

The meeting adjourned via motion from Amy Gallgher and seconded by Dave Nielsen at 8:00 PM.

The next meeting date was set for Monday, January 9th 2023 at 6:30 PM at the New Prague Public Library.
